does that 25 total account for the ability point gained at lvl 4?  so is it possible to have a 26 in something?
at level one no greater than 25 so yes when you gain points at level 4
a 26 is ok.

starting funds and item restrictions? Starting funds of 3000 gp.
magic items? not many people use
magic anymore and those that do tend to hide it since most people fear
magic and magic users. there are still magic items around they are
somewhat rare if you don't know what you are looking for.let me know
what you want and i will roll a percentile on weather or not you find
it. though if you give me a list of the things that you do want i will
promise you that you will eventually find them. (i like giving out
money and stuff)

magic is feared, so casters are taboo?  so hidden magic user if i pick it?  and if magic is taboo, is it just arcane or is divine ok or not? You can be what ever kind of mage you want and have any kind of magic
you want. people (in general) are just afraid of all kinds of magic.
not so much in your starting town but just to forewarn you of the rest
of the world. because people don't travel anymore most are oblivious
and fear the outside world.Most people will not notice small spells like detect magic or detect evil.
